Permission problem with textedit file

I just made a textedit file, named start.command, and saved it to a folder. Whenever I try to open the file though, Finder tells me I do not have appropriate access privileges and to change who has permission by selecting Get Info on the file, and changing it there. My problem is, It tells me I already have permission to read and write to the file, yet it still insists that I don't, and won't let me open the file. Any help would be appreciated!

Textedit/Finder-OTHER, OS X Yosemite (10.10.1)
